Greetings, distinguished individuals, on the occasion of the 48th anniversary of the reunification of Vietnam on April 30, 1975. Today, on the 28th of April, the central delegation, led by the Party Central Committee, the State President, the National Assembly, the Government, and the Central Committee of the Vietnam Fatherland Front, have gathered to pay our respects to President Ho Chi Minh and commemorate the fallen heroes at Bac Son Monument.

In this solemn ceremony, we are honored by the presence of key figures, including Party Central Committee members, President Võ Văn Thưởng, Prime Minister Phạm Minh Chính, former General Secretary Nông Đức Mạnh, former State President Nguyễn Xuân Phúc, former National Assembly Chair Nguyễn Văn An, Nguyễn Sinh Hùng, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front, Đỗ Văn Chiến, and many more.

Our presence here today is a gesture of boundless gratitude and profound reverence for President Ho Chi Minh's colossal contribution to our nation's revolutionary cause. He dedicated his entire life to guiding our Party and our people to achieve resounding victories. The wreath we place before President Ho Chi Minh is inscribed with the words "For Eternity Remembering Chairman Ho Chi Minh, the Great Victory of April 30, 1975, forever etched in history, affirming the grandeur and historical significance of our anti-American resistance war, demonstrating the will for independence, self-reliance, and strength of the Vietnamese people.

Rekindling the Heroic Pages of History

As we commemorate 48 years since the reunification of our homeland, we revisit the heroic chapters of our nation. This moment serves as an opportunity for the entire Party, all citizens, and our armed forces to relive our glorious history. We are rekindling the spirit and enthusiasm of the spring of 1975 to continue building our prosperous and happy nation, realizing the aspirations set forth by the 13th National Party Congress.

Following the wreath-laying ceremony, we paid our respects to the heroic martyrs at the Bac Son Monument. These exceptional individuals, who selflessly sacrificed for our nation's independence and freedom, will forever be remembered. The wreath laid there bears the inscription "For Eternity Remembering Our Heroic Martyrs."

Strengthening International Ties

In a global context, it is vital to highlight the international aspects of our diplomatic relations. On April 27, in Uruguay's National Assembly headquarters, President of the Senate Bitrix Akieman and President of the Chamber of Representatives Sebastian Andrea hosted a grand welcome for National Assembly Chairman Vương Đình Huệ and the high-level Vietnamese delegation during their official visit to the Eastern Republic of Uruguay.

This visit, marking 30 years of diplomatic relations between the two countries, is a testament to Vietnam's commitment to enhancing relations with its traditional friends in Latin America. It is a desire to advance comprehensive cooperation with Uruguay on all fronts, contributing to the fruitful partnership between Vietnam and Uruguay and serving as an exemplary case of cooperation.

A Strong Bilateral Relationship

The interactions and agreements forged during this visit further cement the strength of the relationship between Vietnam and Uruguay. The leaders of both countries expressed their deep appreciation for the rich history of Vietnam's heroic struggle for independence and the vibrant cultural heritage that Vietnam possesses.

The leaders of Uruguay, irrespective of their political affiliations, share a keen interest in expanding relations with Vietnam. They hold Vietnam in high regard as a dynamic and significant player in the Asia-Pacific region and the world. Cooperation with Vietnam is seen as a prime opportunity for Uruguay's regional and international integration.

The establishment of the Uruguayan Embassy in Hanoi demonstrates Uruguay's determination to bolster mutual relations and pave the way for a long-term partnership. Uruguay's goals include continued cooperation within the framework of the Common Market of the South (MERCOSUR) and the development of closer ties with the Southeast Asian region, particularly Vietnam.

President Vương Đình Huệ recognized the role and significance of Uruguay in the South American region and within international organizations. He emphasized the immense potential for cooperation between the two countries. Vietnam is prepared to serve as a bridge for trade and investment activities between Uruguay and Southeast Asian nations, with nearly 700 million people. To achieve this, the Chairman of the National Assembly suggested that Uruguay and MERCOSUR members finalize internal consultations promptly and announce the commencement of negotiations for the Vietnam-MERCOSUR Free Trade Agreement.

Furthermore, the President of Uruguay was invited to visit Vietnam in the future, with plans for this visit to be arranged through diplomatic channels. During the meeting, the Chairman of the National Assembly also welcomed Uruguayan Foreign Minister Nicholas Albert Tony to further discussions at the foreign ministry in Uruguay's capital city.

In the framework of this visit, the two countries strengthened their economic and trade relations. The Chairman of the National Assembly witnessed the signing of the minutes of the third meeting of the Joint Committee on Economic, Trade, and Investment Cooperation between Vietnam and Uruguay.

Acknowledging Contributions

Before concluding this journey through diplomacy, our delegation took the opportunity to honor another key figure, Mr. Lê Tiến Châu, former Member of the Central Committee, Secretary of the Hai Phong City Party Committee, and former Deputy Secretary of the Party Central Committee. He was awarded the Second-class Issala Medal for his outstanding contributions to the collaboration between the Lao People's Democratic Republic and the Vietnam Fatherland Front and the Central Committee of the Lao People's Revolutionary Party.

This ceremony served as a heartwarming display of the sincere and friendly relationship between our nations, reinforcing the bonds between our people and celebrating the unity that has brought us to this moment of success.

Vietnam's history is one of resilience, tenacity, and solidarity, and our journey continues as we navigate the ever-changing global landscape. As we commemorate this 48th anniversary of reunification, we reflect on our past, strengthen our international ties, and celebrate our shared achievements.

In Harmony with the World

In the larger global context, Vietnam looks forward to continued cooperation and friendship with countries near and far. Our nation's pursuit of peace and prosperity is unwavering, and our dedication to fostering international harmony is resolute. With a heart full of gratitude and an eye on the future, Vietnam stands ready to embrace the world with open arms.

With the memory of our heroic past and the promise of a bright future, we move forward in unity and harmony with the world, celebrating the accomplishments of the past and envisioning the possibilities of tomorrow.
